PCP – PPI: Pre commercial and innovation procurement
By acting as technologically demanding first buyers, public procurers can drive innovation from the demand side. In addition to improving the quality and effectiveness of public services this can help creating opportunities for companies to take international leadership in new markets.
Pre-Commercial procurement (PCP) is an approach for procuring R&D services which enables public procurers to:
- share the risks and benefits of designing, prototyping and testing a limited volume of new products and services with the suppliers, without involving State aid.
- create the optimum conditions for wide commercialization and take-up of R&D results through standardization and/or publication.
- pool the efforts of several procurers.
In ViLabs we acknowledge that innovation in the public sector, can bring radical improvements to the quality and efficiency of public services, by encouraging the development and validation of breakthrough solutions through Pre-Commercial Procurement.
In this respect ViLabs has also supported both sides of public authorities and start-ups and young SMEs to participate the last two years in several open PCP and PPI calls that are running and support the public demand driven innovation in Europe needed to close the gap between supply and demand for innovative ICT solutions.
Towards this direction, recently, ViLabs has drafted together with the Fraunhofer Institute, Trilateral Research & Consulting, Intrasoft, Treelogic, K-now and a group of public authorities, a workplan for a potential mapping and analysis of the demand and supply of decision-making solutions for transnational crisis management and civil protection preparing the ground for a future PCP in decision-making solutions for those involved in civil protection efforts in the EU.
